     As an introduction, we have created a very powerful Section 8 Housing Choice Voucher (HCV) utilization, funding and tracking tool like no other available on the market! When we say, "like no other" we mean better, easier to use and more informative. This powerful Excel-driven tool, which we call BudMax  will help your PHA maximize its available HAP funds (Annual Budget Authority (ABA) plus the PHA’s HAP Net restricted Assets (NRA)) without over-utilizing the unit months available (UMAs) through a calendar year. It also calculates administrative fees earned, based upon current table-rate procedures, so that the fees received can be easily checked to those earned for any variances.

      Current regulations encourage PHAs to utilize, without overspending or over-leasing, the annual available HAP funds (Annual funding plus Net Restricted Assets) and vouchers under ACC within the calendar year or risk a reduction of future HAP funding and Administrative Fees. This is a difficult task given the complexity of the program variables. Therefore, all PHAs that administer a HCV program require the ability to pinpoint actual monthly funding and unit utilization rates while estimating future available funds for current voucher holders and future voucher issuance. BudMax will help perform these tasks and additional tracking and projections using data that is easily attainable from HUD's PIC and a PHA’s own accounting and program management systems.

      Budmax  is a very comprehensive tool that makes projections through the current AND following calendar year so PHAs can avoid over-issuing vouchers in the later part of the year and finding that the next year’s funding will not support the new levels; as has been the case for many PHAs nationwide. 

    Budmax  allows for monthly attrition estimations, HUD-approved payment standard waivers, and proposed voucher issuance(s) effect upon the monthly and overall HAP and unit utilization for the current and following CYs. It also allows three standard average methodologies, based upon the latest cost and unit data entered, for those months containing estimated data. In addition, further flexibility for predictions is provided by allowing the entry of data into any or all of the estimated months that will override, for those month(s), the base averaging method chosen.
Detailed instructions are included with many additional helpful comments in key cells. In addition, many conditional analytical statements are shown based upon the chosen scenario, often showing the ratios and indications separately for the actual and estimated months of data as well as combined CY totals.

     BudMax contains a lot of information using complex matrices, formulas and VBA code to make it manageable for many Excel users; however, we offer additional support and analysis for PHAs and Section 8 Agencies and are available for monthly monitoring, updates, predictions and recommendations using BudMax and the information provided by the PHA and guarantee results.
